The Civil Service Commission (CSC) promotes awareness on the Association of Southeast Asian Nations (ASEAN) Community 2015 and the Philippines’ Chairmanship of ASEAN 2017.
The ASEAN Community was established on December 31, 2015 in accordance with the Kuala Lumpur Declaration on the Establishment of the ASEAN Community which was signed by ASEAN leaders during the 27th ASEAN Summit.
In order to strengthen the country’s capacity in preparation for its Chairmanship of the ASEAN in 2017, heads of government offices are enjoined to help spread awareness on ASEAN by participating in the information campaign and the conduct of related programs and activities, as follows:
- Posting of the ASEAN materials in their respective agency websites
- Display of ASEAN Community banners
- Inclusion of the singing of the ASEAN Anthem in the first flag ceremony of the month
- Sharing of information on ASEAN (updates on ASEAN-related activities, trivia, informative videos etc.) during the said flag-raising ceremony and other employee fora
Government officials and employees are also encouraged to wear ASEANinspired attire during the flag-raising ceremony. Information materials on ASEAN as well as specifications and protocols on the use of the ASEAN flag and recording/musical score of the Anthem may be downloaded from the ASEAN website http://www.asean.org.
On the other hand, the CSC encourages the Department of Education (DepED), Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) to enjoin public and private educational and training institutions to adopt similar activities in order to raise awareness among faculty members, students and stakeholders.
CSC Field Offices will monitor agency compliance on the matter pursuant to CSC Memorandum Circular No. 6, s. 2016. The said MC together with the ASEAN Community Banner design and other related materials may be downloaded at http://www.csc.gov.ph, ro6.csc.gov.ph, or cscro6.wordpress.com.
