ILOILO CITY- Bago City Water District in Negros Occidental bagged the Citizen’s Satisfaction Center Seal of Excellence after gaining an excellent rating during the conduct of the Civil Service Commission’s Anti-Red Tape Act Report Card Survey (ARTA RCS) from October to November 2011.
The ARTA RCS is a structured tool for actual gathering of clients’ feedback on government agencies’ frontline services. Under Republic Act No. 9485 (ARTA of 2007), the Civil Service Commission is mandated to promote and monitor compliance of government offices providing frontline services on vital ARTA provisions and measure the level of effectiveness of their frontline services.
BACIWAD is the first government office in region 6 to receive the CSC Seal of Excellence.
The Seal of Excellence is conferred annually to government agencies that were assessed through the RCS and have demonstrated excellence in public service performance. It is awarded to agencies that passed all areas of the RCS with an overall score of 90 to 100 (Excellent) based on the ARTA scoring scheme. Agencies with Excellent rating must also pass the first and second stages of the validation process.
CSC Assistant Commissioner David E. Cabanag Jr. graced the awarding ceremony on July 6, 2012 at the Bago City Community Center. Engr. Leo Espada, Manager of BACIWAD, gave a response to the message of Assistant Commissioner Cabanag. CSCRO6 Director III Raymund F. Gonzales; Dr. Martin Samuel Manuel E. Torres, Chairman of the Board of BACIWAD; Mayor Ramon V. Torres of Bago City; and former Manapla Mayor Mr. Manuel Escalante, Executive Assistant, Province of Negros Occidental representing Governor Alfredo G. Marañon Jr. were also present during the event.
BACIWAD received a cash reward of Php75,000.00 and a glass seal bearing the Citizen’s Satisfaction Center Seal of Excellence symbolizing their achievement and commendable performance, which was installed at their office during the awarding ceremony.
