Region 6 HAP awardees get recognition

ILOILO CITY– Three Honor Awards Program awardees from region 6 received their respective awards at the Malacañan Palace.

Jelyn D. Duting, Postman II of the Philippine Postal Corporation Region 6 was conferred the Dangal ng Bayan Award for her extraordinary act and consistent demonstration of exemplary ethical behavior based on the eight norms of behavior under RA 6713 or the Code of Conduct and Ethical Standards for Public officials and Employees.

For only two years of service in the town of Banate as Acting Postmaster, Duting performed multiple roles- Postmaster and Letter Carrier, which generated savings for their office. On her own initiative, she devised strategies to minimize the backlog of mails. The greatest challenge she hurdled was that when she was hospitalized for severe illness, she continued to entertain clients and issued postal IDs in her hospital bed.

The Dumalag Rural Health Unit of the Municipality of Dumalag, Capiz also bagged the CSC Pagasa Award (Group Category). The 10-member team was recognized for their outstanding contributions resulting from an idea or performance that directly benefited more than one department of the government.

The Dumalag RHU was instrumental in strengthening LGU support and increasing Philhealth enrolment in the indigency/sponsored program of the LGU despite the lack of budget. The group also led a massive campaign for women to give birth at the RHU, conducted weekly inventory of home deliveries, and spearheaded year-end merits/award system to barangays with the highest number of RHU deliveries.

On the other hand, the Commission recently announced the result of the Presidential or Lingkod Bayan Award where the Solid Waste Management Office of the City Government of San Carlos, Negros Occidental was chosen as one of the awardees for the group category.

The Lingkod Bayan award is conferred on an individual or group for outstanding contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony.

Among the outstanding achievements of the Solid Waste Management Office are the establishment of the new-eco center and systematic solid waste collection. The said office was the first in Western Visayas to establish a sanitary landfill and rehabilitate the disposal site. They were also recognized as the Best Performing City of Region 6 for Solid Waste Management Program in 2008 and Best in Waste Management and Pollution Control in 2010.

CSC Pagasa awardees received a gold-gilded medallion, plaque containing the citation and signature of the Chairman of the Commission, and Php100,000 cash award.

Dangal ng Bayan awardees received a trophy and Php200,000 cash award. They are also entitled to other forms of incentives under Sec. 6, Par. 3, of RA 6713 dated February 20, 1989.

Lingkod Bayan awardees received a gold-gilded medallion and plaque containing the citation and signature of the President of the Philippines and a Php200,000 cash reward. Awardees are entitled to other forms of reward under Sec. 5 of E.O. 508 dated March 2, 1992.

Executive Secretary Paquito N. Ochoa Jr. represented President Benigno Aquino III during the conferment of awards.
