In its quest to build competence, expertise, and character among public servants, the Civil Service Commission Regional Office No. 6 spearheaded the Regional Forum of Human Resource Management Practitioners on May 4-5, 2011 at the Iloilo Grand Hotel, Iloilo City.
Around 301 HRMPs, heads of government offices, and other government employees from various Local Government Units, National Government Agencies, Government Owned and Controlled Corporations, and State Universities and Colleges in Western Visayas joined the said event.
Director IV Agnes D. Padilla of the Commission’s Human Resource Development Office gave an overview of the Agency Strategic HR Plan. Director Padilla stressed the gargantuan role and responsibility of the HRMPs in crafting their respective Agency HR Plans as mandated by EO 292.
The HRMPs’ duties in the implementation of policies protecting women in government were also emphasized during the forum. Among the speakers were 2001 Dangal ng Bayan Awardee, Supt. Ma. Cecilia R. Detablan of the Regional Investigation Detective Management Division, Philippine National Police Regional Office 6, who talked about policies protecting women against violence; Philhealth 6 Public Relations Officer Janimhe Cam who tackled the computation of government employees’ Philhealth benefits; and Atty. Cherry G. de la Cruz, Chief of CSCRO6 Legal Services Division, who discussed the Leave Benefits under the Magna Carta of Women as well as updates on civil service law and rules.
Assistant Commissioner for Regional Operations Anicia Marasigan- De Lima graced the event on behalf of CSC Chairman Fransisco T. Duque III. She read the Keynote Speech of Chairman Duque which emphasized the strategic role of HRMPs in the implementation of CSC plans and programs. Assistant Commissioner De Lima also gave her own message to the participants. In her impromptu speech, she said that HRMPs should be symbols of integrity and honesty in the bureaucracy.
CSCRO6 Director IV Rodolfo B. Encajonado, Director III Raymund F. Gonzales, Field Directors, and Division Chiefs were also present during the forum.
