CSCRO6 gears up for RCS

The Civil Service Commission Regional Office No. 6 is all set for the implementation of Phase II of the Report Card Survey in region 6 in compliance with Section 10 of the Anti-Red Tape Act of 2007.

To equip the ARTA RCS Researchers with knowledge and competence on the conduct of the said survey, a training program was conducted on May 12-13, 2011 at the CSCRO6 Conference Room.

Field Directors and personnel coming from the Regional Office and Field Offices in Aklan, Antique, Capiz, Guimaras, Iloilo, and Negros Occidental together with some former PASADA volunteers participated in the said training. They will serve as a pool of researchers in the conduct of the second phase of the RCS which covers 38 government agencies in the region that have already published their Citizen’s Charters and are providing frontline services.

Director II Fernando Mendoza gave an overview of the implementation of Phase I of the ARTA RCS. In region 6, the Iloilo Provincial Government (model province) and Bacolod City Government (model city) were subjected to the first phase of the RCS together with other model agencies nationwide.

On the other hand, Administrative Officer IV Leo Jamorin who serves as coordinator for the RCS, tackled the ARTA RCS Manual of Instructions and Report of Findings. The researchers were also asked to perform encoding exercises after the lecture.

Research and Statistics expert Aris Larroder of the Philippine Science High School briefed the researchers on the interpretation of data.

After the training, Regional Director Rodolfo B. Encajonado gathered all CSCRO6 personnel for an orientation on the CSC Performance Governance System, CSC Strategy Map and Governance Scorecard.
