The Civil Service Commission recently released the schedule for the 2015 Career Service Examination – Paper and Pencil Test (Professional and Subprofessional levels).
In CSC Exam Announcement No. 02, s. 2014, the CSE-PPT will be conducted on May 3 and October 18, 2015.
Interested applicants for the May 3, 2015 CSE-PPT may now file their applications at the CSC Regional or Field Office until March 12, 2015. On the other hand, applicants for the October 18, 2015 examination may file their applications from May 25 to September 3, 2015.
The May 3, 2015 CSE-PPT will be conducted in Bacolod City; Iloilo City; Roxas City; and San Jose, Antique while the examination scheduled on October 18, 2015 will be conducted in Bacolod City; Iloilo City; and Kalibo, Aklan.

The Civil Service Commission Regional Office No. 6 (CSCRO6) supports the celebration of the National Statistics Month (NSM) this October.
Pursuant to Presidential Proclamation No. 647 signed by then President Corazon C. Aquino on September 20, 1990, the month of October will be the National Statistics Month.
In the Philippine Statistics Authority (PSA) Memorandum Circular No. 01-14, this year’s theme is “NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration.”
The observance of the said event aims to promote, enhance, and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society and elicit the cooperation and support of the public in upgrading the quality and standards of statistics in the country.
In line with the activity, the PSA requests participating agencies to display the NSM streamer in their building facade throughout the month of October. Activities in support of the event such as symposia, workshops, orientation seminars, exhibits, slide shows, and publication of statistical reports, indicators, and other relevant information may also be undertaken.

The Civil Service Commission Regional Office No. 6 held the Recognition Rites for Regional Winners of the 2014 Honor Awards Program (HAP) on September 4, 2014 at the SM City Activity Center, Iloilo City.
This year, 6 out of 37 nominees from Western Visayas were chosen as semi-finalists in the HAP which is an annual Search for Outstanding Public Officials and Employees covering three categories: (1) CSC Pagasa, (2) Dangal ng Bayan, and (3) Presidential Lingkod Bayan awards. Pursuant to CSC Resolution No. 1302208 promulgated on September 24, 2013, HAP semi-finalists are automatically considered as regional winners.
This year’s regional winners are as follows: (1) Ms. Concepcion T. Tababa, Division Coordinator- Alternative Learning System, Department of Education Division of Iloilo (CSC Pagasa); (2) Ms. Maricel M. Bechayda, Local Government Operations Officer VI, Department of the Interior and Local Government Aklan Provincial Office (CSC Pagasa); (3) SPO3 Rhia B. Sotomil, Pavia Municipal Police Station (Dangal ng Bayan); (4) Ms. Alicia B. Rebuelta, Agricultural Technologist, Municipal Government of Kalibo, Aklan (Dangal ng Bayan); (5) Regional Director Ma. Janet C. Mesa, Philippine Information Agency Region 6 (Dangal ng Bayan); and (6) Supt. Gilbert D. Peremne, Regional Chief of Staff, Bureau of Jail Management and Penology Region 6 (Presidential Lingkod Bayan).
CSC Commissioner Nieves L. Osorio graced the awarding ceremony. In her speech, the CSC Commissioner lauded the HAP regional winners for their outstanding performance, contribution, and consistent manifestation of exemplary ethical behavior.
Commissioner Osorio, assisted by Director IV Rodolfo B. Encajonado and Director III Raymund F. Gonzales, gave the Certificate of Recognition to the HAP regional winners. The awardees also received a cash reward of P20,000 each.
The Recognition Rites is one of the highlights of the 114th Philippine Civil Service Anniversary celebration in region 6 with the theme “Tapat na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako,” which celebrates heroism in public service.
Aside from the Recognition Rites of the 2014 HAP Regional Winners, the CSCRO6 also organized “Government Express at the Mall,” which ran from September 1-5, 2014 at SM City Iloilo. Around 29 government offices, including the CSC RO6 and the Regional Association of Government Retirees, Inc. joined the service fair. Participating agencies provided frontline services and served as an action and information center to the public.
The CSCRO6 capped the anniversary celebration with its own version of the R.A.C.E. To Serve IV Fun Run on September 6, 20014, 5AM, in Iloilo City.

The Fun Run is open to students and individuals from the private and government sectors. Civil Service Commission Chairman Francisco T. Duque III conferred the Citizen’s Satisfaction Center Seal of Excellence on July 25, 2014 to the six government offices that were assessed through the Anti-Red Tape Act Report Card Survey (ARTA RCS) in 2013 and have demonstrated public service excellence.
The said offices are as follows: (1) Government Service Insurance System- Antique Branch, (2) Land Bank of the Philippines- Kalibo Branch, (3) LBP- Miagao Branch, (4) Public Attorney’s Office- Kalibo District Office, (5) PAO- Roxas City District Office, and (6) PAO- Bacolod City District Office.
In his speech, Chairman Duque lauded the awardees and underscored the importance of nurturing the spirit of innovation and transforming their organization towards having a culture of excellence.
“Sana hindi matapos and mahusay ninyong paglilingkod sa Pilipino, bagkus ay magbigay pa ito sa inyo ng inspirasyon upang mas paghusayan pa ang inyong paninilbihan,” said the Chairman.
Aside from the glass seal, the officials and staff of the recipient-agencies of the Citizen’s Satisfaction Center Seal of Excellence also received a cash reward of P100,000 each.
Chairman Duque, together with Director IV Rodolfo B. Encajonado, unveiled the marker of the new building which was witnessed by CSC RO6 personnel and its stakeholders. After the ceremony, the blessing of the Gusali ng mga Lingkod Bayani followed.
The Gusali ng mga Lingkod Bayani, a three-storey building, was built in 2013 under the leadership of Chairman Duque, Commissioners Robert S. Martinez and Nieves L. Osorio, and Director Encajonado. It is dedicated to men and women who have shown unconditional commitment to government service and have driven the Commission towards its vision of becoming Asia’s Leading Center of Excellence for Strategic Human Resource and Organization Development.
In the afternoon, Chairman Duque also entertained questions during the Interface with Stakeholders. Among the participants in the said activity were the officers of the Regional Association of National Government Executives VI, Inc.; Regional Multi-Sectoral Advisory Council; Regional Council of Human Resource Management Practitioners; and the media.
In CSC Memorandum Circular No. 13, s. 2012 dated August 2, 2012, the Civil Service Commission resolved, among others, to allow elective and appointive barangay officials who have completed their term of office prior to August 1, 2012, to apply for the grant of Barangay Official Eligibility (BOE) within a period of two years from the said date.
As such, the CSC Regional Office 6 calls on all elective and appointive barangay officials who completed their term before August 1, 2012 to file their application for the grant of BOE at the CSC Regional or Field Office on or before August 1, 2014.

The Civil Service Commission (CSC) will again organize the Government Choral Competition as part of the celebration of the 114th Philippine Civil Service Anniversary with the theme: “Tapat na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako.”

The Civil Service Commission confers the Pamanang Lingkod Bayani award to the family of the late Mr. Rogelio P. Lardera Sr., Teacher II of Concepcion Central School in Concepcion, Iloilo. Lardera died on November 8, 2013 after being hit by a broken tree branch which caused him to fall off the truck carrying volunteers and rescued residents. Prior to the incident, Lardera left his family after evacuating them to his parents’ house to fulfill his obligations as Manaphag Quick Response Team volunteer. Lardera, wife of the late Mr. Lardera in an awarding ceremony on June 2, 2014 in Iloilo City. The Civil Service Commission has already released the results of the April 6, 2014 Career Service Examination – Paper and Pencil Test for both Professional and Sub-Professional Levels. To those who passed the exam, please be advised that your original Certificate of Eligibility (CoE) could not be issued until further notice due to unavailability of security paper. In this regard, you have two options :
1. Apply for a Certification of Eligibility printed on security paper from the CSC Regional Office concerned at cost (Note: applying for this Certification has a different set of requirements and procedures. Please coordinate with CSCRO concerned)
2. Request from the CSCRO concerned a Certification of Eligibility printed on CSC official letterhead, free of charge.
Please note that you can apply/request for the said Certification of Eligibility on June 20, 2014 and thereafter.
On the other hand, upon release of our advisory on availability of the original CoE, you must personally claim your Certificate of Eligibility at the CSC Regional Office (CSCRO) concerned where you filed your application. Please note that representatives are not allowed to claim your CoE on your behalf.
Please bring the following items upon claiming your original CoE:
1. At least one valid (not expired) Identification Card (with your name, picture, date of birth and signature preferably the one presented at the time of filling of application);
Note: ID cards accepted are: Driver’s License, SSS ID, GSIS ID, PhilHealth ID, current Company/Office ID, School ID (must be validated for the current school year), Postal ID, BIR ID, Barangay ID, Voters ID, Passport and Police Clearance. Any other ID card not Included in the above list shall NOT be accepted.
2. Application receipt, if available; and
3. Two (2) identical photos similar to the picture you pasted on the Picture Seat Plan (PSP) during the examination.

The Civil Service Commission (CSC) recently released the recipients of the Pamanang Lingkod Bayani (PLBi), a tribute to civilian public servants who displayed the characters of a bayani in the name of public service.
One of the recipients of the PLBi is Mr. Rogelio P. Lardera Sr., Teacher II of Concepcion Central School in Iloilo who died on November 8, 2013 after being hit by a broken tree branch which caused him to fall off the truck carrying volunteers and rescued residents during the onset of typhoon Yolanda. Prior to the incident, Lardera left his family after evacuating them in his parent’s house to fulfill his obligations as Manaphag Quick Response Team volunteer.
The PLBi has three components which includes the Pamanang Parangal sa Lingkod Bayani, where the deceased civil servant is given recognition; Pamanang Lingkod Bayani Iskolarsyip wherein three immediate family members will be given discounts on tuition and school fees in the baccalaureate, masteral, or doctoral degree; and Pondong Pamanang Lingkod Bayani where the bereaved family is given a one-time financial assistance.
Seven public servants from other regions were also chosen as recipients of the PLBi.
Aside from the PLBi, Lardera was conferred a posthumous award by the Department of Education for his heroism and was declared a municipal hero of his municipality in December 2013.

Invitation to Bid for the Project – – Construction of the Proposed Two-Storey Iloilo Civil Service Field Office Building
Examinees can view their test results starting with the results of the October 13, 2013 Career Service Examination- Paper and Pencil Test (CSE-PPT) via the Online Civil Service Examination Result Generation System (OCERGS).
The OCERGS program is applicable to both regular and special examinations, computerized examination (COMEX), and paper and pencil test (PPT). The program can be accessed through the CSC website www.csc.gov.ph.
Examinees will need to fill out the online form with their personal information and Examinee Number. The user of the OCERGS program will then receive a printer-friendly Notice of Report (for passers) or Report of Rating (for non-passers). However, examinees who passed the examination will still be issued a Certificate of Eligibility.
The Civil Service Commission Regional Office No. 6 will accept applications of passers of TESDA skills tests covered by the Skills Certification and Equivalency Program (SCEP), conducted on or before March 31, 2013, for grant of corresponding Civil Service eligibility until December 26, 2013 only.
Passers of the said TESDA skills tests are required to submit their application forms and complete supporting documents. Those whose applications are already approved for issuance of certificate of eligibility are required to settle their processing fee on or before December 26, 2013.
The Civil Service Commission announces the start of the 2014 Search for Outstanding Public Officials and Employees under the Honor Awards Program (HAP) pursuant to CSC Memorandum Circular No. 25, s. 2013. The Search covers three award categories: the Presidential Lingkod Bayan Award, Outstanding Public Officials and Employees or the Dangal ng Bayan, and CSC Pagasa Awards.
Heads of agencies and state workers are enjoined to participate actively by submitting nominations to this prestigious Search. The 2014 HAP Guidelines ( 2014 HAP Guidelines revised 09182013) and nomination forms (forms_hap_EDITED) may be downloaded at the CSC website www.csc.gov.ph. Deadline for submission of nominations is on March 31, 2014.
On the other hand, in compliance with CSC MC No. 26, s. 2013, all government agencies are also enjoined to produce and post the 2014 Search banner in their respective agencies. It’s Our Duty!,” this year’s 18-Day Campaign to End VAWC emphasizes the importance of having a functional mechanism, operated by competent and capable duty-bearers with a sense of responsibility and accountability, and a deep understanding of the fundamental principles of gender-based violence and the provisions of VAW laws.
In line with this, government offices and the local media are encouraged to support the campaign and play the promotional video produced by the PCW which is available on YouTube (key words: end VAW, PCW).

The Civil Service Commission recently released the result of the October 13, 2013 Career Service Examination-Paper and Pencil Test (CSE-PPT) Professional and Subprofessional levels.
The October 13, 2013 CSE-PPT was conducted in three testing centers in Region 6: Iloilo City; Bacolod City; and Kalibo, Aklan.
Government employees in areas severely affected by Typhoon Yolanda may be exempted from work but with pay, to start from the first working day following the onslaught of the typhoon until such time that conditions in the area have normalized or as may be determined by the head of agency. They should make known to their agency heads that they would seek exemption from work.
