The PAR was spearheaded by the Commission with the Philippines-Australian Human Resource and Organisational Development Facility (PAHRODF) and Human Capital Asia.

The Civil Service Commission-Regional Advisory (CSC-RAC) members gather on April 4, 2013 in Iloilo City to discuss the programs of the Commission with CSCRO6 Director IV Rodolfo B. Encajonado and Director III Elnora Botabara-Gotis. The RAC is headed by Dr. Luis M. Sorolla Jr., President, Philippine Association of State Universities and Colleges (PASUC). Among the topics discussed during the meeting were the State of the CSC; Performance Rating of CSCRO6; Revised Statement of Assets, Liabilities, and Net Worth (SALN); Update on the Anti-Red Tape Act (ARTA) Report Card Survey and ARTA Watch; Change Management Project; and CSC Quality Management (ISO 9001:2008).
The Department of Trade and Industry Capiz, Iloilo, and Negros Occidental Provincial Offices were among the eight government offices in Region 6 awarded with the CSC Seal of Excellence during the ARTA Report Card Survey (ARTA RCS) conducted by the CSC Regional Office 6 in 2012.
Commissioner Martinez together with Director IV Rodolfo B. Encajonado, Director III Elnora Botabara-Gotis, and Field Directors conferred the CSC Seal of Excellence to the recipients. DTI Provincial Directors Wilhelm M. Malones and Rebecca M. Rascon of the Iloilo and Negros Occidental Provincial Offices respectively, Ms. Angelita Pulmo of Capiz Provincial Office and their staff received the wall-mountable glass seal and cash reward. DTI Regional Director Dominic P. Abad also graced the awarding ceremony.
A week earlier, CSC Chairman Francisco T. Duque III also conferred the CSC Seal of Excellence to the Philippine Health Insurance Corporation (Philhealth)- Local Health Insurance Offices in Bacolod City; Passi City, Iloilo; and Kabankalan, Negros Occidental on March 14, 2013.
The conferment was held during Philhealth’s Program on Awards and Incentives for Service Excellence (PRAISE) Awards in Pasig City.
In 2012, a total of 41 government offices were subjected to the RCS in Region 6. Out of this number, eight garnered an “Excellent” rating, 20 got a “Good” rating, 3 received an “Acceptable” rating and 10 agencies got a “Failed” rating in the survey.

The Civil Service Commission Regional Office No. 6 (CSCRO6) is now accepting applications for the August 11, 2013 Penology Officer Examination (POE) in Iloilo City.
The eligibility resulting from the POE will be considered appropriate for appointment to positions belonging to the second level ranks in the jail management and penology, and other functionally related services, except for ranks under the Philippine National Police.
Interested applicants are advised to visit the official CSC website www.csc.gov.ph for the complete list of admission and application requirements.
Application forms are available at the CSC Regional and Field Offices and may also be downloaded from the CSC website.
Applicants who are incumbent or former penology and correctional service agency employees may file their applications at the Bureau of Jail Management and Penology (BJMP) Regional Office. All other applications may be filed at the CSC Regional Office No. 6, Oñate St., Mandurriao, Iloilo City or the nearest CSC Field Office.
Deadline for filing of applications is on June 26, 2013.

The Civil Service Commission (CSC) launched its radio program “Serbisyong Todo-Todo” on February 13, 2013 via DZRB Radyo ng Bayan (738 kHz).
“Serbisyong Todo-Todo,” airs every Wednesday, 11:00am to 12:00 noon.
The public is likewise encouraged to tune in to DYLL Radyo ng Bayan (585 kHz) from 10:00am to 11:00am every first and third Monday of the month for “CSC On Air,” a radio program featuring the programs and projects of the Civil Service Commission Regional Office No. 6.
The Civil Service Commission Aklan Field Office (CSCFO Aklan) has transferred to the 3rd Floor of the Administration Building, College of Industrial Technology, Aklan State University, Roxas Avenue Extension, Kalibo, Aklan effective January 14, 2013.
“No token compliance.”
This was underscored by Civil Service Commission (CSC) Chairman Francisco T. Duque III as he reminded heads of offices to start forming their respective review and compliance committee that will check the Statement of Assets, Liabilities, and Net Worth (SALN) submitted by their officials and employees.
“Public servants are expected to exercise utmost sincerity and consciousness when filing the SALNs. The public builds its trust and confidence upon people who perform well and live up to their expectation. And disclosing our assets and liabilities is one measure of adherence to transparency and accountability,” said Chairman Duque.
Under Section 3 of Rule VIII of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, it is the ministerial duty of the Head of Office to issue Compliance Order “requiring those who have incomplete data in their SALN to correct/supply the desired information and those who did not file/submit their SALNs to comply within a non-extendible period of 30 days from receipt of the said Order.”
The CSC also issued Resolution No. 1300174 or the Amendment to the Review and Compliance Procedure in the Filing and Submission of the Statement of Assets, Liabilities, and Net Worth and Disclosure of Business Interests and Financial Connections to stress that the heads of offices are given only five days from receipt of the list and recommendation of the SALN review and compliance committee to issue the Compliance Order.
Chairman Duque noted that the Supreme Court has created its Review and Compliance Committee.
Meanwhile, the CSC will conduct an information campaign on the new SALN guidelines with its regional and provincial offices conducting orientation sessions to foster better understanding on the new form and facilitate compliance, reported Chairman Duque.
Under RA No. 6713, failure of an official or employee to submit his/her SALN is punishable by suspension for one month and one day to six months for the first offense, and dismissal from service on the second offense.

The Civil Service Commission Regional Office No. 6 (CSCRO6) conducted the Anti-Red Tape Act (ARTA) Watch in 38 government offices in Western Visayas as of September 2012 in accordance with the provisions of Republic Act No. 9485.
Surprise visits were led by Director IV Rodolfo B. Encajonado and members of the ARTA Watch Team in region 6. The team regularly conducts spot checks of government agencies providing frontline services to monitor whether or not they comply with the provisions of the ARTA law such as the posting of the Citizen’s Charter, setting-up of the Public Assistance and Complaints Desk (PACD), observance of the no noon break policy, and institution of anti-fixing measures.
The CSCRO6 also completed 100 percent of its target for the ARTA Report Card Survey (RCS) as of October 30, 2012. Among the 41 agencies that went through the ARTA RCS, eight got an “Excellent” rating. Two of these agencies were conferred the Citizen’s Satisfaction Center (CSC) Seal of Excellence- BIR RDO No. 76- Victorias City, and BIR RDO No. 77- Bacolod City, all based in Negros Occidental.
The CSC Seal of Excellence is awarded to government agencies that were assessed through the RCS and have demonstrated excellence in public service performance. It is awarded to agencies that passed all areas of the RCS with an overall score of 90 to 100 which is equivalent to an “Excellent” rating.

The Civil Service Commission (CSC) is now accepting applications for the March 10, 2013 Fire Officer Examination (FOE).
In region 6, the said examination will be conducted in Iloilo City. Interested individuals can secure and file their applications at the CSC Regional Office No. 6, Oñate St., Mandurriao, Iloilo City or any of the CSC Field Offices not later than January 24, 2013. Application forms may also be downloaded at the CSC website www.csc.gov.ph.
The FOE will cover 25% of General Ability (Verbal, Analytical, Numerical) and 75% of the Specialized Area. Examinees should get a rating of at least 80 in order to pass the test.
The Civil Service Commission (CSC) recently released the schedule for the 2013 Career Service Examination-Paper and Pencil Test (CSE-PPT) for both Professional and Subprofessional levels.
The CSE-PPT will be conducted in testing centers nationwide in two batches. Acceptance of applications is from November 19, 2012 to February 28, 2013 for the April 14, 2013 CSE-PPT and from April 15, 2013 to August 30, 2013 for the October 13, 2013 CSE-PPT.

The Civil Service Commission (CSC) recently released the result of the Penology Officer Examination (POE) conducted nationwide on August 12, 2012.
The Commission calls on all examinees who took the POE to check the result of the examination online via the official CSC website www.csc.gov.ph.
POE Examinees can now secure their results using the Online POE Result Generation System. Said examinees need to provide their Examinee Number and other required information in order to secure their Notice of Rating (for passers) or Report of Rating (for non-passers).
Passers of the said examination will be conferred the Penology Officer Eligibility, considered appropriate to second level ranks in the jail management and penology and functionally related services only, except for ranks under the Philippine National Police.
